Testimony of the mentally ill is admissible, but suspect and unreliable, especially if they have a history of lying and nobody can corroborate their story.
Corroboration is the key, though.
A mentally ill person can still have moments of lucidity and the ability to recall events and details, but you'd ideal have them match another, more credible witness.
Alone, the testimony is almost worthless. Paired with anyone else credible, though, and it becomes VERY strong.

Both construction workers were around the corner and were viewing events from behind a short hill, trees, and a building that obstructed all the involved vehicles. They saw the very end of events from behind Brown after he had run to the corner and turned around.
Their vantage point was also 200+ feet away. They could only see brown from the waist up because of the small hill.
Both of them still managed to provide accounts that didn't match. They also admit to discussing specifics with bystanders after events. Their work site was near elderly and nearly blind Witness 45.
Most of the witnesses in the case were considered not credible or of little utility by the FBI in their report.
