Russia can never ban Islam, they have too many Mudslimes. If I remember correctly, some Russian leader - maybe it was Catherine the Great? not sure, though - tried to suppress Islam, but it didn't work, so she focused on Russia-nizing the Mudslimes instead. That's the best tactic to use and also the reason many of their Mudslimes are better behaved than their Western counterparts; they see themselves as Russians first, Mudslimes second. They can't oppress them in any way for this tactic to work, though, and that is why they will never ban Islam.
