OK, a cram school is a private business so there is a big variation between the good ones and the shit ones; I don't know which type this would end up being but do keep in mind that your work visa is yours for the duration of your stay and you are legally allowed to change employers with just 1 month's notice regardless of what it says in your contract, and your visa sponsorship can be taken up by another employer if you change jobs.
So even if this turns out to be a crappy job, you still have options.
But I think cram school jobs are generally better than eikaiwa schools because you're part of a group that includes competent Japanese teachers, and it's not just a scam enterprise.

You may find the kids to be an enjoyable change, when I used to be a teacher I always thought I didn't like kids but in retrospect they have an energy and a sense of potential and life that hasn't yet been drained away by the world.
Plus I'm guessing these are elementary school aged kids, so they're probably worn out and stressed from so much schoolwork; you could have an opportunity to bring some enjoyment into their classroom experience and show them that there's a whole new world that will open to them if they can develop a passion for learning English.

Literally nothing at all, I had to check the map to see where it was, I've never even been on the Touhoku side of Tokyo at all.
But it looks nice, right on the edge of the kanto plain so you could go out and fuck around in the mountains for some fresh air, but you're also not stuck in a rural nowhere.
