Just my experience, but for NYC I've seen people who are at high risk of being robbed for opiates (Drs., Pharmacists, maybe RNs or some Bio-research types), get their paperwork rushed through if they want to concealed carry. Store owners and such, not so much. Most of those people in both groups aren't applying for open carry anyway. Security guard becomes a question, are they guarding a political figure, a diamond brokerage, wall street type, or something less obviously in need of guarding. More people who do carry in NYC choose to go concealed than some places, like politicians in many places use State Troopers and other obvious types.
