Gilmore, Graham, and Pataki will not drop out until it's time to vote in their states. They are establishment plants. Their intention is not to win anything. Their orders are to secure a meaningful percentage of support in their home states where they are well known, which are key primary states (South Carolina (3rd to vote), Virginia and New York (huge delegate counts)). Before voting in those states begins, they will drop out and endorse the establishment candidate (was Bush, will probably be Rubio now) and in theory handing those votes over to the establishment candidate, making his victory smoother and allaying the possibility of having the vote split.
It's this kind of shit why people hate American politics.
