The vast majority of shootings don't end up killing the victim though. The actual number of blacks who have tried to kill someone but failed is way higher than 15,000. I'm not sure what the national rate is but in Chicago there's about a 9 to 1 ratio of people of people shot to people shot and killed

The focus on murders is because they are a pretty obvious quality of life measure in an area. Along with murders there are non-fatal shootings, rape, assaults, armed robbery and theft, a climate of terror that makes black communities unlivable for humans. In the case of African-Americans it is not poverty that causes their violence, it is their violence that causes their poverty.

Either way, I don't know that it is fallacious to attribute the actions of individuals to the collective they belong to.
