I guess I should point out that the northern part of New Brunswick is ethnically Acadian who consider themselves distinct from Quebecois. But yeah, we need division into independent communties of 500 people each, because that's an optimum level of people in terms of having a government that's responsible to the people and easily replaceable. And people have a better chance of getting to know their neighbors and helping each other out.
So, my town of 6,000 people would be divided into like 7 communities, and bigger cities would be divided up accordingly with an independent community consisting of several neighborhoods, all trading with each other and generally getting along.
Maybe it wouldn't be a hard limit of 500 people and instead just a certain number of streets within a municipality. The physical size of the community is just as important if not more as the population.
And obviously, if you really didn't want to be in such a system and wanted to band together with a shitton of people and create a bigger country, you could do that.
