I have both along with actual radios.. Sigmira is harder to use, but a nice back up if Web SDR gets clogged and you can change antennas around for better quality.

Because literally nothing other than the location of the broadcasts and the (possible) importance of those messages can be discovered through listening. Police radio is unencrypted and can potentially tip off criminals as to when the cops are looking for them.

8992 is encrypted with a one time pad, so only the transmitter and recipient can actually decode them. You could have the message on a TV broadcast spanning the entire world in all languages and have nobody actually find out what you said.

They don't. The messages broadcast on 8992 are a one-time cipher. Bomber pilots, sub captains, etc hear the broadcast, compare them against codes in their codebooks Dr. Strangelove-style. If the cipher broadcast happens to match, pic related.

There's probably an ominous sounding codeword that scrambles the nuclear bomber fleet ("All Stations, All Stations: Reaper") that gets the fleet airborne followed by a coded message 5-10 minutes later that give quick alert bombers the Go/No Go confirmation.
