The basic argument he wanted to make was in the highlighted lines: very few blacks are killed by police, many are killed by black criminals.
But the other lines are there, and they're false, and they're a very serious slander of black americans, who are indeed much more criminally active than white americans, but who are not responsible for the vast majority of murder of white victims.
