They are settling some 300 of them in my college town of Buffalo, NY.
Luckily I'm leaving soon, but we have two very large universities in the city and well, this could go very, very bad. The locals do not want the Syrians here, including the Democrat politicians, but it's a Federal government program that works through a Catholic charity and the local government can do nothing to stop them from settling here.

You can't "close" a state's borders. At best you could drag your feet and deny any state services, which would end up in a very costly legal battle that the courts would immediately decide in favor of the immigrants.
So then you would have marginalized and made unwelcome a group of people that you're already afraid of being marginalized and desperate and turning to crime or worse.
