This is a really complex question and you won't find the answer on /pol/.
It is kind of a trick question in that if a Libertarian were president it is unlikely there would be any policies in place which instigate such attacks (foreign meddling, embargoes, bombing, etc).

Nothing, like how they would handle everything.
The population being armed would be the main priority. As for institutional response, it depends on what kind of Libertarian you're talking about. Responses range from stepping up policing, to private organizations condemning and discriminating against muslims through free association (refusing to employ or trade with) all the way to allowing private sipute respolution firms to deal with it.
As I said though, arming the population and training them is the best option. Imagine if one of those 150 people had a gun and basic training.

Libertarians are for the privatization of all government functions, effectively making government a for-profit enterprise or family-owned aristocracy.

You're conflating anarchism with libertarian minarchism. If the government provides no services, or at least doesn't tax and violently monopolize its position in the market, it becomes just another private service provider competing on the open market, and the resultant society is an anarchist one. In the most common formulation of libertarianism, the government monopolizes the court system, law enforcement, and military services.
