It's generally safe to assume the CIA and Mossad are funneling money into every major terrorist/guerrilla/freedom fighter/etc organization on the planet. But Israel isn't part of the G20 (except in the sense that they control all of the USA's financial and geopolitical legislation and decisions). So top contributors are probably USA, Turkey, Indonesia, and Saudi Arabia.
The other oil producing nations, particularly Canada, also stand to benefit from a destabilized region as it makes their own oil that much more marketable, due to supply chain challenges making Arab oil more expensive. And oil value is one of the primary factors used to artificially manipulate Canadian currency values. So Canuck support of ISIS is entirely plausible, and indeed likely.
