Well, any society would cease to function anywhere near full capacity when destroyed by invasion and/or civil war. It doesn't have to be a direct attack on their research facilities to stop scientific advancement. Not on their side, but if what happened to Iraq happened to any other country on Earth for the past 24 years, they would be in a similar situation.
Stone age would probably be an improvement over an Islamic country.
