Southeastern and South Brazil concentrate almost all of the country economy, businesses and research. Southern Brazil is mostly a bunch of european colonies up to this day.
Brazil has no quakes, tornadoes or big infectious diseases. The only natural disasters that occur are landslides caused by summer torrential rains, but you can avoid those by living in a city area. Some cities have diseases transmitted by mosquitoes in the summer, and most cities have slums with rampant crime, but you can literally stay all of your life without ever going through one of those areas, no problem.
As for Chile I've just heard it's a nice place from different sources. Any Chilefags care to elaborate more?
