The answer is that proximity and your history with the people affected matter, because we have limited capacity to care for things in the world and we care about family first, then friends, then neighbours etc.
A lot of the people in the UK were super mad about Paris including myself, becuase they're our FrenchBros we're neighbours and share culture with each other, we've fought side by side in our recent past so we care.
