ISIS wants europe to hate the refugees and restrict them. It serves 2 purposes.
1) It keeps people in syria, to be rule / dominated by ISIS and increase the tax base and economy, also since a lot of the refugees are military aged men, they are losing potential conscripts (when they get to that phase which they want)
2) It will cause more tension hate towards the west by muslims, which will make it easier to recruit fighters.
