The reason the White House uses ISIL (Islamic State in Iraq and the Levant) is because it has the word Levant, which makes it sound all uber-cultural and distinctly important. Everyone in the State Department is a college hipster (just look at Marie Harf and you'll get the idea) who majored in international studies and they love stupid regional titles like that. It also (probably in the primary) boils doing to a desire to use a term that is different from what the mainstream right uses like ISIS. That of course stands for the Islamic State in Iraq and Syria, or Islamic State in Iraq and As-Sham (A regional term for Syria).
This is quite similar to the way that FOX (and some other more conservative types) always use Usama bin Laden, rather than Osama bin Laden. Usama is actually the correct way to take the Arabic pronunciation and translate it over to an English spelling. There is no "oh" sound in Arabic like that inferred by the spelling Osama, it's an "oo" sound like the English u. The Arabic letter being waw of course ( و ).

It's Da'ish or Daesh, but you're an idiot. Da'ish is an acronym for الدولة الإسلامية في العراق والشام which literally refers to them as the Islamic State in Iraq and the Levant. Whether you call them Da'ish or ISIL you are still using the word "state", only in two different languages.
