I like the blue flag over the red. The Spartan symbol being white hints a purity, and reference to Spartans always helps conjure the image of strength and courage in the face of adversity. Using royal blue creates the notion of nobility, higher class, and reminds us europeans of our monarchist histories. Blue also fits well with the idea of cold or winter.
Red is more often used to suggest strength and aggression, which could be a good thing in this context, although that can also be a disadvantage. It also has more of a sinister vibe.

Red, white and blue is a common theme in countries that place high importance on liberty and have had a bloody past in order to gain it (e.g. France, America). I like the blue circle surrounded by the red as it could symbolise a peaceful nation or ideal, surrounded on all sides by war and bloodshed, a clear border preventing the blue from becoming tainted.
A+ for symbolism, and great design, although I have to admit that I still like the feel of the all blue more (just personal preference). Wouldn't stop me marching under it.
