I believe that ISIS is an Islamic ideology. However they wouldn't have the power or structure to do what they've done without illicit western support.
Essentially we took pre-existing crazies and made them into powerful crazies.
But you can't go full retard and say "ISIS isn't even a terrorist group." It very much is. And it's fueled by a real ideology. You can't make a statue out of nothing, you have to start with raw materials.

She is almost right, but fact is ISIS was created by India to sway opinion against Islam to make us support India in war against Pakistan.
The Suadi and US governments wanted the use ISIS as a fulcrum to both demand concessions from the Shiite government in Iraq and replace it with one more Sunni oriented, and to overthrow completely the government of Syria and replace it with almost literally anything other than Assad. The Saudis wanted more compliant satellite states, the United States feels it has a modicum of control over the Saudis, ergo it would result, after a fashion, in a calming of the region.
Why? Because Saudi Arabia is afraid of Iran and Iran has heavy influence in both Iraq and Syria and was hoping to use ISIS to shift them to the Saudi sphere of influence instead.
This is more than geopolitical posturing, though that is a fundamental part of the equation, but has its basic root in the Shiite/Sunni schism. Saudi money is the whiphand that controls other Sunni lead governments and it is opposed to Shiite lead Iran. What Iran lacks in capital, it makes up for with manpower. It is the 800lb gorilla in the region, especially with Russia still acting as it's cornerman. The Russians see the Shiites as more reasonable and reliable than the Sunnis. This, coupled with longstanding political relations dating back to the cold war, leaves the Russians aligned along an Iranian axis.
Terrorism (ISIS, Al Queda, etc.) is the spillover of a decades long slowburn, by-proxy (for the most part) war between Riyadh and Tehran. Think US involvement in Korea and Vietnam, or the Russian invasion of Afghanistan for comparison.
What they didn't quite expect, though I don't know how they couldn't have, was for ISIS to be such a smashing success. They expected the US trained and equipped Iraqi government forces to mostly keep ISIS hemmed in Syria, keeping the fight limited mostly to that country. But using the threat of ISIS to gain concessions from Iraq.
This threw a wrench in the plans of the Saudis and the Americans. They ended up being less of an asset and more of a liability.
