Depending on the situation, I would consider it seriously. The level of "EMERGENCY!" would have to be very high, the crisis would have to be in-progress ... and, I'd have to have a spare that I didn't need myself..
Then, evaluation of this stranger would be pretty essential.
I've lived in countries where I wouldn't do it under any circumstances because it would mean insane levels of trouble for me, including life incarceration &/or death. And, I'm not talking about some comfy Swedish prison; I'm talking Soviet-level gulag shit. For life.

This is pretty much it. Would I arm a buddy who I knew wouldn't be a liability, who had good sense about when and when not to shoot and was competent in his use of weapons?
