You can't build ancestry information like that without having at least one of your parents also genotyped.
You'll know your father's contribution on the Y and your mother's on the X (assuming you're male). Also your mother's contribution for the mitochondrial genome. But without autosome (chromosome 1-22) information for one of your parents it's impossible. For me I could tell because my mom's mom is albanian and I can tell which chromosomes are probably hers (see pic)
It's possible with just 23andMe, you just have to "link up" one of your parent's and your genotypes. It's an option for 23andMe

There's cheaper ways to do targeted sequencing (Sanger sequencing) or even just PCR (a simple everyday lab thing)

BTW 23andme is filled with people who are adopted, the closest "dna relatives" to me turned out to be some person from new zealand. How he got there I have no clue, but he was asking questions like I was supposed to know, but he was very close 2nd-3rd. Adopted, doesn't know anything.

I've read somewhere it goes back 500 years at most, after which point autosomal DNA gets chopped up so much by repeated chromosomal crossovers that identic chunks of DNA you may share with someone are so small that they are impossible to make sense of: they could be random noise.
The way I understand it, DNA you share with someone in a another country *today* (the larger, the better), with the exception of typical immigration countries, is the basis for assigning an "ethnicity" to them. But you can't be sure how exactly you came to sharing with those people; there may not even have been "sharing" in your direct line.
Take myself for example: thanks to hundreds of years of A(-H) the longest pieces of DNA I share are with individuals from Slovakia, Poland, Hungary, Romania, Czech Rep., Ukraine, Croatia - pretty much exactly the countries which made up A-H. All those used to have large "German" minorities, so the direction of sharing remains unclear. (Other countries show up too, but these turn out to be just recent immigrants from above countries)
If on the other hand, ay, I were a direct descendent of Bavarian settlers 1400 years ago, it's rather impossible this would still be discernible in my DNA. Pretty much the only thing that still shows up as "German" is my X chromosome, which are less likely to crossover (they can't in males) - and a 2nd one (forgot which).
This similarity-with-someone-in-another-country-today composition is the basis of 23andme's ancestry composition, as far as I understand it.
At least, that's how I try to make sense of it. Someone correct me.
