If you're not breeding at replacement, you should first look at government policies that discourage breeding. Are men and women *both* treated fairly in marriage and child-rearing? Are you putting unreasonable pressure on women to work outside the home by artificially inflating the incentives at the cost of men's incomes? Are you snatching away too much of people's resources as taxes for them to raise children comfortably? Are you manipulating the economy to maximize "employment" rather than productivity or income, and keeping everyone occupied with soul-crushing busywork?

Certain immigrants are more compatible than others. I'm an immigrant to Canada, but I come from a western country that has pretty much the same values and religious traditions are North American countries. There for I was able to come here and integrate into society as a Canadian while also loving the country I came from. I can say the same for other the Polish guys I work with on a regular basis, the Americans, the Brits I also work with, etc. We all just want to work, make lots of money and spend it on a house and other shit we don't really need.
Then you get people like Muslims who are not compatible with this society. Tons of them don't care to integrate, they keep their women draped up, are intolerant, don't even work that hard to begin with, and the list goes on.
Funny enough, as an immigrant, I hate immigration more than cradle born Canadians, because I know the amount of shit people that come here. I find that real funny. Also, I don't think immigration is entirely bad, you just have to choose the right people from the proper countries to let in. Why not get more Brits, Scots, Poles, etc?
