That would actually be a genuine reason to attack Brussels instead of other capital cities in Europe. Although Brussels is a rather small city. I still believe attacking Paris causes more drama as it affects a much larger country directly. Attacking Brussels would shock Belgians (only 10 million people) most of all. Attacking Paris hurts a much bigger nation. Attacks happening in Brussels will feel "far away" to most Europeans. Attacking the EU Parliament, killing major international politicians would hurt all of Europe severely.

I think they mostly like our wellfare system and lack of security. They can be extremists without ever having to worry about police interventions. Brussels connects them to all of Europe.
