Their rationale is that the fighters should always continue fighting until the referee stops the fight. Because they're trying to win and a win means a huge money bonus. So, if you stop hitting an opponent because he feigns unconsciousness but the ref doesn't stop the bout quickly, he could recover and win.
In practice, I don't like how it's used at all. It's the same as MMA fighters who try to break people's arms/legs when they have them in submissions instead of just getting them to tap. Don't screw someone up for life just to avoid the 0.0001% chance that they will recover and win.

No, because a knockdown doesn't stop the fight in MMA. A fighter can still defend themselves if they're just knocked off balance and not actually out. The refs are trained to stop the fight when they see a fighter go stiff or limp or start convulsing. In boxing a ref could allow this situation to continue for a count fairly safely, since it's illegal to strike a downed opponent. In MMA the same policy would allow a fighter to destroy an unconscious person for ten seconds, but either way it takes more than an instant for a human being to determine whether another human being is actually unconscious, especially while also trying not to interfere with the outcome of the event unnecessarily.
