Unfortunately yes. I'm not entirely sure who the cia works for anymore though. They may report to congres like they work for them. They may get their money from congress like they work for them. They might even give them some actual information to congress like they work for them. They don't work for congress though, that's the fact union jack. Who they do work for is any bodies guess.
