We vote for a party.
Each party has a designated candidate who will (in case the get the majority) will be chancellor.
When votes are over usually no party has the majority by itself so they form a coalition.
At the moment the two biggest parties form the ruling coalition being the CDU with Merkel as chancellor and the SPD with Sgmar Gabriel as vice chancellor.
Merkels being (mostly) supported by her majority designs the raw direction of policy but every law is still debated in the "Bundestag" consisting of the parties being represented
proportional to the votes they got.

Also to be part of the Bundestag you have to get at least 5% of all votes.
This requirement was put in place because of the failed Parlament shortly before Hitler constisting of a lot of spliter groups.
Furthermore in the past the reigning coalition usually could get all their ideas approved by the Bundestag because they had the majority.
Nowaday CDU and SPD (the coalition) tend to disagree (for instance about the care packages for Greece).
In terms of refugees they all agree though.
CDU and SPD because the are the mainstream parties.
