Quakes are annoying, but as long as they stay under the 5.0 range (as they have been in OK), structural damage will be fairly minimal.
Fracking can probably induce quakes in the 3.5 to high-4 range by lubricating faults in the top part of the upper crust, but I'd be shocked if anything really strong resulted from a fracking operation. You need a lot more fundamental terrestrial pressure than just well injections to set off a big one.
