While I want to agree, to argue that we should emotionally care about all people equally would lead to absurdities. Do you care for neighbors as much as your immediate family? What about a stranger over your best friend? There are billions of people in need, do you make great sacrifices to help each one? France is much closer to America and Europe in cultural and economic spheres than countries in other regions. Proximity leads to sympathy. Western media is naturally going to care about Paris more than most cities in Asia or Africa.Another big factor is Lebanon's location directly next to Syria. If you're in a rough neighborhood and fall victim to a crime, it sucks but isn't wholly unexpected. If you're in a good neighborhood and get victimized, people perceive it as far worse. Much of the middle east is famine stricken, war-torn, and generally considered the global "bad neighborhood" so something like this is just another bad day. France is in peacetime so it's far more shocking when something goes down there. You also have to consider that western media has far less coverage in the middle east since most journalists would rather resign than go over there and the few that have gone have been captured and/or killed by ISIS whereas most news agencies have plenty of agents ready to roll around France at any given moment.
