Tests aren't foolproof and incorrect results can be obtained due to human error, for example.
Also don't know how they do it in The Great White North, but in 'Murrka to cut down on costs they mix donated blood into larger batches for testing as opposed to testing each donation individually. So if that large batch tests HIV positive, they're throwing out a lot of good blood from donors as well.
You don't let gay men donate for the same reasons you don't let intravenous drug users and other high risk groups donate.
