I'd note that student loan debt now exceeds every other type of debt except mortgages, including auto loans, credit cards, and medical debt, and that taking action now will prevent a 2008-style collapse and bailout.
I would suggest that loans be tied to outcomes, and if you can't pay your loans by whatever income metric you want, they are forgiven, and that money comes directly from the schools. Instead of the federal government guaranteeing the loans, require the school itself to be the guarantor. Consider involving the school in underwriting as well.
