First, I'd jump right into school administrator salaries, growth of administrator-to-student ratios compared to faculty-to-student ratios, and schools' ridiculous real estate investments, then I'd attack all of the tax breaks universities get as non-profits and other specialized tax breaks. That these schools have billion-dollar endowment funds that they barely use, that are exempt from taxation. Hedge funds hidden inside higher education. If you want an immediate source of funds, raise taxes on the universities and force them to reduce overhead and borrowing.

Then I'd come back to job statistics and make a parallel between subprime mortgages and student loans that the federal government, not students, ends up paying for, that the government (and thus taxpayers) are on the hook dollar for dollar for these loans. I'd point to the enormous increase in tuition in comparison to inflation over the last 30 years, the administrative bloat and real-estate purchases by universities, and how it is exactly like the bubble in the real estate market. I'd say to look at every other time the government has made easy credit available, such as loans to clean-energy companies or the relaxation of subprime lending standards. I'd note that student loan debt now exceeds every other type of debt except mortgages, including auto loans, credit cards, and medical debt, and that taking action now will prevent a 2008-style collapse and bailout.

I would suggest that loans be tied to outcomes, and if you can't pay your loans by whatever income metric you want, they are forgiven, and that money comes directly from the schools. Instead of the federal government guaranteeing the loans, require the school itself to be the guarantor. Consider involving the school in underwriting as well.

You know what the most common figures used in anti-Communist Russia today is? 4-5 million people died of unnatural causes between 1924-1939. Do you want to know how many died yearly in Tsarist Russia? Or how many died when there was draught even close to the ones they experienced in the 30s?
