Depends on where you are. In the US most likely, but the 7.62/39 is the most produced caliber world wide. They are both very massed produced so either one is probably ok. I'm also much more experienced with 7.62/39 so I lean towards that.

Both are fine.
Revolvers generally have longer barrels, so better for accuracy.
Revolvers are extremely low maintenance, but semi-autos aren't very difficult to maintain.
Revolvers are nice for reliability--in case of a misfire, just pull the trigger again. Limited capacity is their biggest drawback, but then the point of a pistol is to make sure you can get to your rifle.
For home defense, my revolver is loaded with a mix of 250gr Winchester Ranger SXT and shotshells.
For CC, my Kobra Carry is upgraded to .45 super and loaded with 230gr JHPs.

People love to make fun of hi-point. But S&W, Ruger, Glock, Sig, all of these are pretty expensive. Hi-Points are popular with people on an extreme budget.
I got one just for shits & giggles cause I thought the idea of a modern cheapo blowback pistol was a neat idea.
It's blowback. This is the simplest action there is. And it means you have to have a tight grip on the gun and minimize muzzle rise to the best of your ability.
If you control the gun as you should, it's very reliable. If you limp wrist the gun, you're going to get a ton of failure to feed.
All in all I'm fairly impressed with mine considering how cheap it is. I mean. It's dirt cheap, pretty accurate, pretty reliable. If that's all you can afford, then it's not a bad gun by any means.
Certainly isn't going to go up in value though.
