In US parlance 9/11 was a military target. Obviously, the Pentagon is a military target. Also, in the WTC complex, as it was later revealed, and known to some at the time, the US military and military intelligence had offices.
In US parlance - for other countries - the people around these military offices were "human shields".
The US bombs and kills civilians all the time and so does France. Not just from the air either - during Vietnam there was a massive campaign of murder of civilians by US intelligence called the Phoenix program ( https://en.wikipedia.org/wiki/Phoenix_Program ), and similar things happened in Iraq.
