Even if it's what the Islamists want them to do, the appropriate response should be gathering Russia, France, Iran, maybe Turkey, and U.S. to steamroll over the territories controlled by the Islamists.

Except they don't really have borders. There's not an IS nation, in which you only find IS followers. They're still largely a guerilla outfit, operating from within an occupied civilian territory. And unlike say, North Vietnam, the civilian population is largely opposed to IS, and is entirely controlled by violence and fear.
Western armies don't like to send ground troops into occupied urban areas without first bombing the shit out of them. Yes, it would be possible to carpet bomb Raqqa, but whoever did so would become an international pariah.
