The reason it is empty rhetoric is that Trump has no idea how to actually go about completing his goals.

If you were to look up a compilation of every single response Trump has given about how he complete his goals, you will typically find him saying something along the lines of

"Well, I've got a phone, and in my phone I have some peoples numbers - those people know what they're talking about, so even though I don't know what I'm talking about, I'll call them up and they'll tell me what to do, because they know what they're talking about and that's why I have their number in my phone: Do you realize how much money I have!?"

I have been. He's an excellent populist, but his style wouldn't work in my country. In all honesty, Stephen Harper was our Trump - he gamed the hell out of the system, forged a grand coalition and did a damn good job of it (regardless of how you feel about the man himself or his policies). Despite what it may seem, there's a huge chunk of us who aren't stupid, but we (barely) get drowned out by stupid, easily manipulated people and minorities that vote entirely based on what a party will do for their ethnic groups.
