America's not willing to commit to another invasion of Iraq. Syria has too much international support. We're also coming off over a decade of "War on Terror" with nothing to show for it.

It's easier and safer to just use cruise missiles to bomb the shit out of people. A full out invasion is pointless because ISIS is an international criminal organization and not a Government. You'd have better luck with drones and helicopter raids.
