Here's one straight forward reason. An attack on France is an attack on the relatively stable West, and more of an anomaly than attacks in Africa or Lebanon for example. The attack has a heightened shock value due to it's location. Closer to home though is the implication that such an attack carries. If an attack takes place in Paris, then an attack can occur here as well. This would go toward explaining the shock from Western countries where I am.
