Mobilisation of military, police and gerdarmerie - all personal vacations are cancelled and they are back to active work.
Civilians are advised to stay at home - if you go out for a bread or sth, do you break the law, or it is just for "do not go out unless it is necessary like you have to go to the hospital etc."

If he's saying there's social media censor it's possible (one pic of a guy who was rumored to be a terrorist was deleted on FB because if it's just a joke it'd be actually dangerous for him), but the government has nothing to do with it.
