The advantage with the UK is the guns are rare and expensive to acquire so its unlikely that they'll use guns. Bombs will be more likely. The most common gun will be the shotgun which is crowd control at range and lethal up close.
Honestly though, the situation in the French theater proves that in the event of a hostage situation I'm just going to stab one of the guys in the throat as I'll at least be ensured a relatively quick death by gunshot rather than bleeding out with several limbs blown off, or fragmentation holes through my lungs so I drown in my own blood. While .22 ammo is a lot easier to get because it's more common, I don't feel like it packs enough punch compared to a .308. Comparing the exit wounds from .22 and .308, the .308 is more likely to kill with one shot as the exit is much bigger. Plus .308 is much better at ranges exceeding 50yds.
The only downside to .308 is the cost, it's a fair bit more expensive than .22, but imo it's worth it. I would definitely recommend getting a rifle.

This is harder.
The simple solution would be to make a primitive firearm that did not fire cartridges. Yeah, not ideal, but expedient. Nothing but some machine pipe, springs, and metal bits for the gun. Lead and powder (which can be provisioned or made from scratch). The hardest part is ignition which could be done the old fashion way with flint, although this would be a more complicated mechanism. Percussion or primer caps can be improvised.
