The attackers had suicide vests and grenades. That is why so many got killed once the authorities raided the place (including some authorities). From the crowds perspective, rushing the attackers was guaranteed death for themselves and many others around them. They preferred to wait for the authorities on the slim chance that they could stop the attackers before they activated their suicide vests.
Three of the attackers activated their suicide vest and the fourth one got activated when he got shot and fell down. The vests probably used a fail-deadly dead man's switch.
An every man for himself strategy of escape is the best thing to do which is why ~1400 people of the ~1500 people audience escaped. The strategy that avoids casualties in this scenario is to make sure that the attackers never enter France in the first place.
