How can the USA spy on the entire EU and not find an international attack on this scale?
So many attackers coming from so many countries but the USA spying system which tracks all of our emails and phone calls and everything we do didn't find any clues that it is going to happen. Why is that so?

Espionage business becomes more effective the larger it grows. No one in the world has something as big as the NSA or the CIA. NSA gains much more information from the EU than all the EU countries combined. There is an affair slowly spurring in these days about how widespread the tapping done by NSA is in EU, but ofc you have to understand only 1-5% of the scale is leaked

It's pretty effective if they can't use the internet and phones. They are tools designed to aid communication. Since, terrorists can't communicate as freely as they could with the technology; the policies are effective.
