As an American living in arguably the largest pro-gun state that picked his house because it was 2 miles from a private gun range and a room in my house dedicated to firearms and ammo reloading presses the most important thing for you to find is something that is comfortable for you.
Put your hands on a bunch of different guns and see what "fits". Most modern "brand name" firearms these days are super reliable and more accurate than their operator, find something you like the feel of.
Glocks, Sigs, FNs, S&Ws, Berettas, etc are all fantastic.
If you want to split hairs, Glocks can be argue to be more reliable (google Glock torture test, etc, etc), but unless you're planning on burying it, never maintain it and fire literally hundreds of thousands of rounds through it, it is honestly half a dozen in one hand, six in the other.
Pic a caliber you're comfortable with, modern anti-personnel ammunition makes a lot of the differences on a ballistic level similar enough to call it the same, once get get into centerfire calibers (9mm, .40 S&W, 10mm, .45 ACP, etc although I would stay away from .25 auto or anything smaller). Consider a caliber that you will have easy access to in case of shortages.
Your milage may vary, but something that you can get parts for easily (perhaps a locally produced weapon or something that is stocked at your local stores), is important for me if you're purchasing it in reaction to rising violence in your area.

These are a nice choice for the price. Small and slim enough to fit in your pocket, but the low capacity and (arguably) anemic .380 might not be "enough" for some.
It should be common sense, but don't just buy a handgun and stash it away. You really must practice, especially with compact or sub-compact handguns. A small polymer .380 like the Keltec for example is pretty snappy when fired and has terrible sights, so there is an adjustment period.
If you don't plan on conceal carrying it, just get a full-sized 9mm and call it a day.

I have a Smith&Wesson SW40VE. It's 40 caliber and holds fourteen rounds in the clip plus one in the chamber. Get at least a 40 caliber. 9mm are popular but they don't have the stopping power of a 40 - 44 etc. caliber does.

Its really strict here. Almost impossible to own a weapon if you are not a police officer, a military man or else. First you must get through some corses for safety. Then you must have a really good reason to own one. Maybe if someone tells me how to get one illegally would be great.

The difference is negligible. Modern 9mm+P is more than effective enough and in some cases superior to other "heavier" calibers.
