Wouldn't surprise me if it was jihadist. This attack has probably been in planning for over a year. To have this many coordinated events on the same date, lots of planning. Getting materials into France, training the operatives, planning routes, etc.
Keep in mind that the idea of 9/11 was first floated around in 1996 but actual training/planning did not start until 1998-1999. 2-3 years before the attack.
