Seriously, if you want to scare people don't just keep to NYC or Paris, most people live in places most other people don't know or care about, so they'll get mad but it'll still seem like a distant thing. Bombing some suburb, on the other hand, would make many people paranoid that their house could get blown up at any moment.

Exactly, population centers, monuments, and places of political importance have security you have to get through; bombing a capitol building would be exceedingly difficult.
