Sure it is the safest action but their are already screening processes for refugees. Until there is more information it would be false to jump to the conclusion that these were refugees smuggling their way in to cause this problem.
They had AK-47s and bombs and i doubt those were smuggled in with the refugees. This is ISIS attacking the West and Blair warned us this would happen when we started our war in Iraq.
