We don't know how many people were inside the concert hall but some of they were saved and we know that a hundred of people died inside. It's not yet confirmed but it seems like they were 4 terros inside and they are dead.

It's a lack of proper training because there aren't many active shooter situations in France. US police are trained to run in and eliminate the threat upon arrival during this sort of situation for this exact reason. Which is also one of the reasons most police forces equip their officers with an AR 15 and a shotgun in the US. The EU should learn from our mistakes... we've been going down this road for a long time.
