Actually, this is legit, although a better term would be "environmental refugees".
Several island nations have a serious risk of being flooded by rising sea levels, and relocating them will be a massive ordeal. Those people will definitely be considered environmental refugees.
In addition, global warming will make marginal land even less productive, forcing people to migrate to (literally) greener pastures. This can create to a domino effect, leading to social unrest and forcing people to leave their country.
So yes, this is not just buzzwords but is a real phenomenon.
