You need to remember that most of the military budgets outside the US are buying things, while most of US budget is manufacturing the things that the other nations buy.
No one wants to contract out to buy Russian right now because Russia is still not a stable nation. Russia's success is due to Putin, but he is getting old, and when he is gone, will Russia stay the course, or spiral back down? It is not a risk that other nations want to spend their defense budget on right now.
