Basic economics, creating incentives for a behaviour will encourage more of it.
Using prisoners as slave soldiers creates an incentive for government to increase the number of prisoners to fight in their wars. This leads to an increased number of bullshit crimes and more punishments which involve prison.
This is the same reason that any for profit prison or use of prison labor is a bad idea.
If you believe welfare encourages poor people to rely on it as a lifestyle you should also believe that governments are subject to the same forces.
