The reason why they weren't developed was simply because they aren't practical. The holy grail of weaponry is something that kills everything in its path but leaves structures standing and poses no risk to your own troops. There's simply no use for it in modern ICBM's since you're just adding weight to finely tuned reentry vehicles. The radioactive fallout isn't much of a payoff either since you'd need a lot of cobalt for it to be effective and the radiation released by it would be very confined to the direction the wind was blowing. The other factor is the fact that it simply isn't that radioactive when spread over a wide area; think Chernobyl's levels of radioactivity today, Not much to be scared of for the short term.

Sounds like a cobalt bomb. Not exactly worried. Here’s why:
Cobalt-60 is bred in reactors using 'slow' neutrons (1-10eV). It is important to use slow neutrons, because neutron capture for cobalt is minimal for 'fast' neutrons (1-20MeV). Furthermore, interactions with a 'fast' neutron and cobalt will likely cause fission and therefore we have no cobalt at all. Neutrons released by fission or fusion bombs typically have energies well into the MeV range, so the amount of cobalt-60 yielded is going to be minimal, vaporised and dispersed over a very large area.
Arguably, we could use cobalt-60 to start with. The problem is that cobalt-60’s shelf life is equivocal to its half-life and therefore difficult to stockpile as warheads would need a refit with new cobalt every couple years. Also, neutron capture by cobalt-60 yields cobalt-61 which has a half-life of under 2 hours before it turns into nickel. Pretty shit as it won’t stick around to irradiate anything. I also doubt it’s possible to design an efficient moderator to reduce the MeV neutrons to eV energies suitable for breeding, that would also survive the intense kinetic and nuclear stresses during detonation long enough to perform its function.
These are the reasons why I think development of this weapon was abandoned. Far better to start out with conventional explosive dispersal of cobalt-60 (or similar dirty isotope of a given element). Again though, the problem is breeding huge amounts of it and replacing inventories constantly.
