Stupid I know. Im in this line of work. Gsneeally when there is a 'spill' or a necassary repair we call in tons of tanker trucks. We get valve control od the waste water mains and pump directly into the trucks over and over ams over again. The problem is there aren't enough trucks to handle the volume. One truck is anywhere from 10-25 cubic meters which doesnt scratch the surface, especially in a crazy situation like this.
Its not that bad dumping in the river considering its winter time and no one would dare swim in the river and secondly...when a water plant sucks water out of the river and great lakes, they have to treat it with chlorine, aeration, flocculation and UV lights before it even hits the water main. I dont think you guys realize it but we recycle waste water and GUDI water (groundwater under direct influence) pver and over againm it has to go through the treatment system. It has no choice.
